- Former Senate President Juan Ponce Enrile stressed the need to establish a strong Building Code following the earthquakes that rattled Metro Manila, Central Luzon, and Eastern Visayas this week.
- The Philippine National Police has created tracker teams to arrest former police colonel Eduardo Acierto—an anti-narcotics veteran who tagged a foreign economic adviser of President Duterte as behind the smuggling of tons of shabu in the country last year.
- Chinese President Xi Jinping has lauded the robust relations between the Philippines and China, saying he considers President Duterte a genuine friend and trusted partner. Xi and Duterte held bilateral talks at the Great Hall of the People and reaffirmed their commitment to further strengthen the relations between the two countries.
- US Secretary of State Mike Pompeo said there was “every indication” that Sunday’s bomb attacks in Sri Lanka that killed 359 people were inspired by Islamic State.
- A scaffolding firm that has worked on the roof of Notre-Dame said some of its workers had smoked on the site, but ruled out that a cigarette butt might have started the fire that destroyed the cathedral’s oak-framed roof last week.
- Russian President Vladimir Putin signed an order simplifying the procedure for obtaining a Russian passport for residents of separatist-controlled eastern Ukraine, prompting calls from Kiev for more international sanctions.
- Supporters of an independent Scotland will launch a new grassroots campaign on Thursday ahead of a possible second referendum on secession from the United Kingdom, hoping to harness Scottish voters’ anger over Brexit. Under the crowd-funded initiative “Voices for Scotland”, which has some 100,000 supporters, clipboard-wielding activists will fan out across Scotland to try to boost support for secession to the 50-60 percent range.
