- The Philippine National Police has created a special investigation task group to hasten the investigation on the mass shooting at a sugar plantation in Negros Occidental on Saturday that killed nine farmers.
- The people affected by Facebook’s page and account shutdown could still tap other social media platforms to express their views. Presidential Spokesman Salvador Panelo recognized the prerogative of Facebook to implement its rules and regulations but stressed that those affected could still use Twitter and Instagram for their posts.
- Philippine President Rodrigo Duterte is expected to confer the Order of National Artist on several outstanding Filipinos in MalacaƱang this Wednesday.
- An unprecedented hailstorm hit Rome Sunday night leaving parts of the city to deal with knee-deep hail and flooding.
- Excessive speeding was the cause of the derailment of a train in Taiwan that killed 18 people and injured scored of others, according to investigators. A Cabinet task force found the train entered a curve at 140 kph (87 mph), almost twice the speed limit for the section, the official Central News Agency reported.

- Some 50,000 troops will kick of NATO's biggest military exercises since the Cold War on Thursday in Norway, a massive show of force that has already rankled Russia. Trident Juncture 18, which runs until November 7, is aimed at training the Alliance to mobilise quickly to defend an ally under attack.
