"De facto martial law" is in effect in Leyte and its capital Tacloban as authorities try to stop the looting and secure the relief goods being sent to areas heavily hit by Superstorm Yolanda last week, according to DILG Secretary Mar Roxas. He told CNN reporter Andrew Stevens that "martial law is de facto, meaning it's in place even if there's no technical paper legalizing it". The government have brought an additional 1,000 PNP police officers from outside.
